A dual historic anniversary. It marks July 13, 1878, when the Congress of Berlin officially recognized the Principality of Montenegro as the world’s 27th independent state. It also commemorates July 13, 1941, when Montenegrins launched the first massive popular uprising in occupied Europe against Fascist Italian forces.
